The possibility for citizens to conduct relations with the Government via electronic means is considered a right and we can cast no doubt on the benefits of electronic administration. In this context, the different European government initiatives, such as the Spanish Law on Citizens' Electronic Access to Public Services (Ley 11/2007), provide a definitive contribution in consolidating electronic means and improving competitiveness and efficiency, particularly in the European Public Administration sector.

The Electronic identification cards (e-ID) for citizens and Government employees are fundamental in developing the architecture known as eGovernment. These IDs are both an identification card and an access control to the government electronic services, which also offer non-repudiation thanks to their incorporation of the electronic signature. In this regard, the two top European projects for citizen identification use Safelayer's KeyOne technology to secure data and to manage digital certificates: the DNIe (e-ID) card and the Spanish electronic passport (ePassport), with scope for more than 30 million and 6 million citizens, respectively.
The trustworthiness and security of the electronic information managed by the processes upholds the administration's role as a legal guarantor, in a pan-European framework where interact citizens, other administrations and private organizations. Safelayer's TrustedX is a security platform which enables the securing of citizen-to-government (C2G), business-to-government (B2G) and government-to-government (G2G) transactions: it blends the common security functions (authentication, authorization, long-term non-repudiation and data protection) and it enables to suitably manage the level of trust granted to the different existing certification service providers.
